Sylvia Cadena

Sylvia Cadena is the Chief Development Officer for the World Wide Web Consortium (W3C) focusing on internationalization, accessibility, privacy, and security for the web. Over the past 30 years, Sylvia has focused on using the Internet for development, with an emphasis on capacity building. Starting as a UN Volunteer in 1993, she has held technical and advisory roles in various organizations, working on information systems, access provision, and innovation. Sylvia joined APNIC in 2008, managing the ISIF Asia fund. She became Head of Programs at the APNIC Foundation in 2016, overseeing Internet development projects across the region, and served as Acting CEO in 2023. Sylvia has served on numerous committees, including the UN's Multi-stakeholder Advisory Group for Internet Governance, and other global Internet governance bodies.
