Concluding the second consultation on the Draft RIR Governance Document

The second consultation on the revised draft “Governance Document for the Recognition, Operation, and Derecognition of Regional Internet Registries” (RIR Governance Document), intended to replace Internet Coordination Policy 2 (ICP-2), has officially concluded.

A consultation on the first version of the draft document took place from 14 April to 27 May 2025, and the feedback received from this process was used to inform the current revisions. The second consultation, held from 28 August to 7 November 2025, provided another opportunity for the community to review and provide feedback on the revised draft.

Each Regional Internet Registry (RIR) hosted at least one interactive informational session for its community during this period, with additional sessions also held for ICANN communities. An ICANN Public Comment process was also conducted at the same time. A list of all sessions and their archives is available on the NRO website. The consultation asked more specifically for feedback on whether the revised draft addressed questions and concerns with the first draft.

The NRO NC, which fulfils the role of the Address Supporting Organization Address Council (ASO AC), will now review the feedback received from both the RIR communities and the ICANN Public Comment process during this second consultation. This feedback will be used to determine whether further amendments and community consultation are required as part of the process to update ICP-2.
