APNIC completed the first year of its resource delegation review program with further progress in Q4 2025.
The primary activity of the program is to review all IPv4 resource delegations and transfers made by each NIR and APNIC over a 10-year period to ensure compliance is being maintained with address policy. This activity has been supported by several other proactive initiatives to maintain registry accuracy and policy compliance.
Data analysis and remediation progress
The data analysis of TWNIC’s delegations was completed in December with only minor queries and clarifications, which are in the process of being resolved.
VNNIC’s evaluation of its delegation review results is well in progress, with additional information being sought from some account holders and justifications on the remainder of the data being provided to APNIC to review.
APJII’s investigation into IDNIC delegations is progressing, and APNIC expects to begin verification of the APJII review results in the new year.
The remaining NIR delegation reviews for IRINN, KRNIC and CNNIC will be undertaken in 2026. The analysis of APNIC’s own registry data will also occur next year.
Supporting initiatives
While the data analyses with NIRs progressed in 2025, APNIC also pursued several other initiatives to identify areas where APNIC could further strengthen policy compliance. Several of these initiatives were completed in Q4.
- Policy and procedure review: The detailed review of all of APNIC’s resource delegation processes, workflows, and team structures was completed in Q4. Several improvements have already been made, with recommendations to further strengthen policy compliance to be rolled out in 2026.
- Policy compliance spot checks: A new process to undertake randomised spot checks on new delegations to confirm policy compliance was established and has continued since Q2, with no adverse findings to date.
- Account accuracy checks: Development of a new process and system for account accuracy checks, where APNIC staff work with existing Members to assist them with ensuring their registry data is accurate, was completed in Q4. The checks will be implemented as an ongoing process at the start of 2026.
In 2026-27, APNIC also plans to work with the NIRs on a review of the standard APNIC-NIR agreement following the completion of the ICP-2 process and adoption of the RIR Governance Document.
