APNIC continues to progress the resource delegation review program and has now completed its initial analysis of VNNIC’s delegations and transfers, as outlined in the recent Q3 program update at APNIC 60.

APNIC presented the preliminary results of the review to VNNIC and they are working to interpret the results alongside the local regulatory framework and operational practices.

A temporary Second Opinion Review (SOR) process was established in September to help ensure alignment and understanding in delegation practices between APNIC and VNNIC while the results were being compiled.  Lessons learned from this process, coupled with the joint evaluation of the results, have already identified some false positives which are being corrected in the review sample.

APNIC will provide a further update on progress in the Q4 delegation review program announcement when the evaluation of the preliminary results with VNNIC is completed and more detail can be reported with a high confidence level.

APNIC began the resource delegation program in late 2024.  The primary activity of the program is to review all IPv4 resource delegations and transfers made by each NIR and APNIC over a 10-year period to ensure compliance is being maintained with address policy.  This activity is supported by several other proactive initiatives to maintain registry accuracy and policy compliance.
