
Progress on APNIC’s resource delegation review program in Q3 2025 was reported during the APNIC Member Meeting at APNIC 60.
The primary activity of the program is to review all IPv4 resource delegations and transfers made by each NIR and APNIC over a 10-year period to ensure compliance is being maintained with address policy. This activity is supported by several other proactive initiatives to maintain registry accuracy and policy compliance. The program has been renamed following feedback on different cultural interpretations of the term “audit”.
Data analysis and remediation progress
The review of VNNIC data is nearing finalisation. A temporary Second Opinion Review (SOR) process has been started to help ensure alignment and understanding in delegation practices between APNIC and VNNIC. The lessons learned are helping to inform the finalisation of the review results.
The SOR process means all delegations and transfers to be made by an NIR are reviewed and approved by APNIC before progressing. It is expected that the results of the VNNIC review will be finalised and announced by the end of September.
APJII has continued to progress its investigation of APNIC’s earlier findings, identifying and contacting a number of organizations with inconsistent, expired, or missing data in the IDNIC registry.
To date, APJII has identified 102 delegations to be reclaimed and returned to the APNIC IPv4 free pool, with a further 257 designated as meeting policy. APJII continues to progress the investigation and APNIC will verify the results upon completion.
Future delegation reviews
Due the ongoing remediation work to be completed, APNIC has taken the decision to extend the delegation review timetable into 2026 to avoid over-extending its resources.
IDNIC was placed in SOR in July 2024 and since that time, APNIC has processed 318 SOR requests. With APJII’s investigation progressing and VNNIC now added to SOR, the Secretariat has assessed that it does not have the resources to manage more than two remediation (including SOR) processes simultaneously, along with APNIC’s own resource delegation workload.
The remaining reviews will be processed as the remediation and SOR processes are cleared and we are hopeful that at least one more NIR delegation review can be completed this year.
Other items that will move to 2026 include:
- The analysis of APNIC’s own registry data, to allow staff to focus on the NIR delegation reviews and remediation
- The NIR agreement review, to ensure any relevant developments arising from the ICP-2 review process are accounted for.
Supporting initiatives
Alongside the core delegation review activities, APNIC is pursuing several other initiatives to further strengthen policy compliance.
As previously reported, a review of APNIC’s resource delegation processes, workflows, and team structures began during the recent organizational realignment. The process and workflow components of the review will be completed by the end of the year.
Randomized spot checks on new APNIC delegations to confirm policy compliance continue as standard. Account accuracy checks, where APNIC staff work with existing Members to assist them with ensuring their registry data is accurate, will be implemented as an ongoing process this year.
