The consultation period for the revised Governance Document for the Recognition, Maintenance, and Derecognition of Regional Internet Registries (RIR Governance Document), set to replace Internet Coordination Policy 2 (ICP-2), wrapped up on 7 November 2025.
This is a step forward in updating a policy that underpins the Internet number registry system. I’d blogged about the first round of consultations (14 April – 27 May 2025), and we appreciate everyone who participated in the second round (28 August – 7 November 2025).
The APNIC Secretariat undertook a range of activities to make sure voices across the region were heard:
- APNIC 60 session: 78 participants, 6 comments
- Open community webinar: 20 participants, 3 comments
- Outreach at six community events:
- APIGA 2025 AP* Meeting
- NIR CEO Roundtable
- APIE e-workshop
- inSIG 2025
- Youth IGF India
- Direct outreach: 117 individuals + 5 mailing lists
- ICP-2 Review mailing list: 11 new posts, 10 new subscribers (total now 69)
- Three blog posts: 1,163 views + 8,700 social media views

What happens next?
The Number Resource Organization Number Council (NRO NC), which also serves as the ASO Address Council (ASO AC), has reviewed all feedback from the RIR communities and the ICANN Public Comment process and will share more information on the next steps soon.
We encourage you to subscribe to the Orbit mailing list to stay updated on this process.
Thank you
Your engagement and participation are essential to preserving the bottom-up, community-driven governance model that underpins the Internet number registry system. Together, we’re building a stronger foundation for the future Internet.
A special thank you to the NRO NC members for the Asia Pacific, Akinori Maemura, Nicole Chan and outgoing member, Di Ma, for their commitment to ensuring the voices of our community are represented throughout this important process. We also look forward to welcoming newly elected NRO NC member Devesh Tyagi, as the process continues in 2026.
